He is moving into the role left open by Jeff Cabaniss, who retired Monday after 32 years with the department.
As division engineer, Stroud will be leading ongoing projects in Beaufort, Carteret, Craven, Greene, Jones, Lenoir, Pamlico and Pitt counties.
Officials made the announcement Thursday during the Board of Transportation meeting.
Stroud graduated from North Carolina State University in 2006 with a bachelor’s in civil engineering and began his career with NCDOT the same year.
Over the last 17 years, Stroud has been a transportation engineering associate, assistant resident engineer, division bridge maintenance engineer, Pitt County maintenance engineer, assistant division maintenance engineer and division maintenance engineer.
Most recently he served deputy division engineer, working on the Havelock Bypass scheduled to be completed late this year. Travelers will now have a high-speed alternative to U.S. 70 in Havelock, leading to better traffic conditions and improved freight movement along the corridor, officials said.
