Officials say the newly amended marine fisheries rule that took effect Friday clarifies definitions and formalizes procedures for transferring ownership or subleasing a shellfish lease.
The Assignment of Shellfish Leases and Franchises rule has been amended to define a transfer as a permanent assignment of a shellfish lease or franchise, and a sublease as a temporary assignment.

The amendment relates to the required information that must be submitted to the North Carolina Division of Marine Fisheries to provide notice of a change in assignment. Other changes were to make word usage consistent across all rules.
The change and readoption followed a state-mandated periodic review schedule.
